Cheers, Chris.
A must read ->

… and other Tuomi stuff for background.
I'm not a coder either, but I play one on TV. (that's a joke for those
over 40).
I'm running TinyCoreLinux, myself and have studied questions like
yours for years since the LTSP days. Me and openuniverse have a stubby
wikipage at http://www.wiserearth.org/group/welug called "The Story of
Software" and he may have some ideas. I don't know if he's on this
list but he's in the OK@WE group.
If you'll look at that "Actors in the Network" paper I think you'll be
inspired as I was. The meta tag idea is interesting.
Oh yeah.. I think the GNU community has matured enough to deal with
the ambiguities between All free, sortof-free and non-free. I'm an
All-free zealot myself, but I have thick skin ;)

Cool. Spread the memes…
This prompts a thought: I'm starting to like the idea of functional Linux
groups, if that makes sense. So rather than "here's our specific distro
community" or "here's our sub-community around this KDE app," a group would
say "we're making these modular components that everyone can use" or "we're
providing these enhancements to the Openbox and XFCE lightweight desktops -
which we're documenting so everyone can benefit."
Does that make sense?
(location or community based groups – the Sydney LUG, or the WiserEarth LUG)
make sense for the reason that it's easier to deal with ppl we know. I see
these as providing individual support and connection for people who might
also be in the functional groups).
Half formed thoughts. Feel free to shoot them down.
Chris
