I don’t see the point of this distinction, and it creates admin overhead. There is already incentive to propose or vote: it’s the only way to score points.
Rules, especially in democracy, are all about distinctions. Purpose is the make the game real and to learn. If you eliminate anything you don’t understand, it is not possible to learn.
